Buying, checking, transferring and letting property in Turkey, with a licensed real estate broker at your side. We advise foreign buyers and owners in ten languages, at our office in Istanbul or by video call.

In short

Foreign individuals can buy property in Turkey: a sale to a foreigner requires a valuation report from a firm licensed by the Capital Markets Board (SPK), payment goes through banks, and the title deed fee is 4% in total, split between buyer and seller. Gordion Partners is a licensed real estate brokerage (TTBS no. 3408704): we help you choose, check, buy and let property, and we coordinate the legal checks with licensed professionals.

  • Investors buying property for Turkish citizenship (USD 400,000) or a residence permit (USD 200,000)

What we do for foreign buyers and owners

Gordion Partners is a licensed real estate brokerage in Turkey: our founder Burak Ünal holds real estate trading licence no. 3408704 (TTBS, Ministry of Trade). We help foreign individuals and families at every stage of a property purchase, and after it:

Our current projects in Istanbul and other cities are on our property page, with photos, locations and a direct way to ask for the current price list and available units.

Buying property for Turkish citizenship or a residence permit

A property purchase can support two different applications, with different rules:

  • Turkish citizenship: one or more properties worth at least USD 400,000 in total, kept for 3 years. The title deed price, the payments proven by bank records and the valuation must each reach USD 400,000. See citizenship by real estate investment.
  • Residence permit: a residential property with a sale price of at least USD 200,000 on the title deed, for property bought from 16 October 2023. See the residence permit for property owners.

Citizenship by investment usually takes 8 to 12 months from start to finish, but no timeframe can be guaranteed. We check a specific unit against these rules before you sign anything.

Who it does not suit

  • Buyers looking for a promised rental yield or resale profit: we do not promise returns, and prices and rents can go down as well as up.
  • Buyers who need legal representation or a legal opinion: we coordinate the legal checks with licensed professionals and recommend that you appoint an independent lawyer.
  • Owners looking for full property management, maintenance teams or rent collection: we do not offer these.

Costs of buying property in Turkey

As general information, these are the main taxes and fees set by the state as of October 2026, not our fees:

  • Title deed fee (tapu harcı): 2% from the buyer and 2% from the seller, 4% in total, calculated on the declared transfer price, which may not be lower than the property tax value (Law No. 7566, Official Gazette of 19 December 2025).
  • Revolving fund fee (döner sermaye ücreti): a fixed amount per transaction, charged separately.
  • Valuation report: required for sales to foreigners, charged by the valuation firm.
  • VAT on a new property: 1%, 10% or 20% depending on the building permit date, the size and the project. The first delivery of a new residence to a foreigner not resident in Turkey can be exempt if the price is brought into Turkey in foreign currency.

A licensed accountant or tax advisor can tell you how VAT and other taxes apply to you. Our own fees are not published: contact us for fees, questions and service scope.

Guides for property buyers

Book a consultation or message us on WhatsApp: tell us what you want to buy, where and why, and we will explain how we can help.

How the process works

  1. Your brief

Tell us the purpose of the purchase, the city, the budget and your timeline. We explain the rules that apply to you, including the citizenship or residence permit rules.

  2. Shortlist and viewings

We shortlist projects and units that fit your brief and arrange viewings in person, or by video call if you are abroad.

  3. Checks before you commit

The title deed record, the building's legal status and any mortgage or annotation are checked. We coordinate these checks with licensed professionals and recommend an independent lawyer.

  4. Valuation, payment and title deed

An SPK-licensed firm prepares the valuation report, you pay through a bank in Turkey, and the title deed is transferred at the land registry.

  5. After the purchase

We help with the handover, the utility accounts, a tenant search through our brokerage and the residence permit or citizenship file.

Documents checklist

  • Passport, with a notarised Turkish translation where required
  • Turkish tax number
  • Bank account in Turkey for the payment
  • Valuation report from an SPK-licensed firm (arranged during the purchase)
  • For citizenship: the Foreign Exchange Purchase Certificate (DAB) and the bank receipts of the payment
  • Power of attorney given before a notary, if someone signs for you

Your full list depends on your situation; we prepare it with you.

Frequently asked questions

Can foreigners buy property in Turkey?

Yes. Foreign individuals can buy property in Turkey. A sale to a foreigner requires a valuation report from a valuation firm licensed by the Capital Markets Board (SPK), and the payment goes through banks. We check that a purchase is possible for you and for that property before you commit.

Are you a licensed real estate broker?

Yes. Our founder Burak Ünal holds real estate trading licence no. 3408704 (TTBS, Ministry of Trade), and Gordion Partners works as a licensed real estate brokerage. We are advisors and brokers, not a law firm; for a legal opinion, we recommend that you appoint an independent lawyer.

Can I buy property without travelling to Turkey?

Viewings can be done by video call, and we send you the details of the units you shortlist. The transfer can be signed by a representative with a power of attorney given before a notary. Ask us how this works for your country.

What does it cost to buy property in Turkey?

As general information, the title deed fee is 2% from the buyer and 2% from the seller (4% in total), on the declared transfer price. A fixed revolving fund fee and the valuation report are added, and VAT may apply to new builds. A licensed accountant or tax advisor can confirm your position. Our own fees are on request.

Does buying property give me Turkish citizenship or a residence permit?

It can, if the purchase meets the rules. Citizenship needs property worth at least USD 400,000, held for 3 years, with the title deed price, the bank-proven payments and the valuation each at least USD 400,000. A residence permit needs a residential property with a title deed sale price of at least USD 200,000, for property bought from 16 October 2023.

Do you manage rental properties?

No. We do not offer property management, maintenance or rent collection, and we do not promise rental yields. We can search for a tenant through our licensed brokerage and help with the handover, the utilities and the residence permit as an owner.
