Who it is for
- Business owners building or expanding an operation in Turkey
- Companies investing at least USD 500,000 in productive assets in Turkey
- Investors who want their investment to work in a business rather than sit in a deposit
- Families who want one investment to cover the investor's spouse and children
How the fixed capital route works
The fixed capital investment route is one of the seven investment routes to Turkish citizenship under Article 12/1-b of Turkish Citizenship Law No. 5901 and Article 20 of its implementing regulation. It is the route for investors who put money into productive assets in Turkey, such as a facility, machinery or equipment for a business, rather than into a deposit, a fund or a home. The investment must reach at least USD 500,000, or the equivalent in foreign currency, and the Ministry of Industry and Technology assesses and certifies it.
As on every route, the foreign currency is first sold to a bank in Turkey and on to the Central Bank (TCMB), and a Foreign Exchange Purchase Certificate (DAB) is issued before the investment. The conditions of this route are set out in the regulation as reported by law firms and the press; we did not find them on an official web page in October 2026, so we confirm them with the Ministry for your project before any money moves.
Who it suits
The route fits business owners and companies that are building or expanding an operation in Turkey and would make the investment anyway. It is not a passive investment: the money goes into a business, and the Ministry looks at the investment itself, not only at a bank balance. For investors who mainly want citizenship with a passive asset, the real estate route or one of the financial routes may be simpler.
Conditions
- Amount: a fixed capital investment of at least USD 500,000, or the equivalent in foreign currency.
- Currency: foreign currency sold to a bank in Turkey with a DAB before the investment.
- Certification: the Ministry of Industry and Technology.
- Holding period: the 3-year holding rule of the real estate and financial routes is not listed for this route; the Ministry's assessment of the investment is decisive.
Setting up the company
If you make the investment through a company in Turkey, foreigners can set up a limited company (Ltd. Şti.), with 1 to 50 partners and a minimum share capital of TRY 50,000, or a joint-stock company (A.Ş.), which can have a single shareholder and needs a minimum share capital of TRY 250,000. Existing companies below these amounts must raise their capital by 31 December 2026.
We provide management consulting, advisory and coordination for foreigners setting up a company in Turkey: the choice of company form, the investment plan and the order of the steps. We do not set up companies ourselves and we do not provide accounting services; the company formation filings and the bookkeeping are done by licensed professionals, whom we coordinate with you. See our business consulting for foreign companies.
Timeline
No official processing time is published, and no timeframe can be guaranteed. The investment itself takes as long as the project: buying or building the assets, and documenting them for the Ministry. After the Ministry's certificate, the stages are the same as on every route: a residence permit in a few weeks, then the citizenship application, for which advisers commonly report about 3 to 6 months to the decision for a complete file. See the process, documents and timeline.
Holding period and exit
No 3-year holding rule is listed for this route in the regulation as reported. The investment is in a business, so the exit is a business decision: selling the assets or the company is governed by the company's own situation and by Turkish company and tax law. We plan it with you and your accountant at the start.
Family members
The investor's spouse and children can apply on the same investment. We confirm which children can be included for your case before the file is prepared. See family members.
Costs
The costs depend on the project: company formation, notary and registry costs, the assets themselves, and the taxes that apply to them. The general corporate tax rate is 25% for 2025 and 2026 (30% for financial-sector companies); from the 2027 tax period, earnings exclusively from qualifying manufacturing are taxed at 12.5%. Check your project with a licensed accountant or tax adviser. Our fees are not published: contact us for fees, questions and service scope.
Risks and common mistakes
- Investing before confirming with the Ministry that the type of investment qualifies.
- Spending part of the amount in a way that cannot be documented as fixed capital.
- Choosing a company form without a plan for partners, capital and future financing.
- Bringing money in without the currency sale and the DAB as the rules require.
- Treating the route as passive: it needs a real business plan and the people to run it.
