In short
Most Turkish citizenship refused or revoked cases trace back to a weak valuation, inconsistent payments or a failed security check. Keeping every figure and document consistent before you apply is the surest way to avoid a refusal.

A Turkish citizenship application is refused or revoked when the investment, the paperwork or the applicant's background fails an official check. The most common triggers are an inflated or inconsistent valuation, payments that do not match the title deed, missing documents, and security or fraud findings. Turkish citizenship refused or revoked outcomes are usually preventable.
Key facts (as of October 2026)
- The real estate route to citizenship requires at least USD 400,000, and three figures must each reach it: the sale price on the title deed, the payments proven through banks, and the market value in the valuation report. If one is lower, TKGM does not issue the Amount Determination Certificate.
- In 2026 the Interior Ministry reported that citizenship decisions for 6,134 people (1,413 principal investors plus family members) had been cancelled or withdrawn, mainly over inflated valuations (5,391 people) and security grounds (743 people).
- Since 12 December 2023 the property must be an independent unit under Condominium Law No. 634; vacant land does not qualify, and a property share acquired on or after 1 February 2023 cannot be used.
- The valuation report is valid for 6 months, and the title deed carries a 3-year no-sale annotation; selling within that period cancels the investment certificate.
- The process usually takes 8 to 12 months end to end, and one inconsistent document can send a file back and add months.

This guide explains why files fail, who decides, and what you can do about it. We focus on the real estate route, where most refusals happen, but the same principles apply across the routes to Turkish citizenship by investment.
Refused Versus Revoked: Two Different Problems
A refusal stops an application before citizenship is granted, while a revocation cancels a citizenship that was already approved. The distinction matters. A refusal usually comes from the Directorate of Population and Citizenship Affairs or from TKGM during the file review, often because a figure or a document does not add up. A revocation comes later, when the state finds that the investment was never genuine or that the file rested on false information. Both end with the same loss, but they call for different preparation. Knowing which risk applies to you shapes how you build the file.
Top Reasons Turkish Citizenship Applications Are Refused
The reasons Turkish citizenship applications are refused fall into four areas: the money, the property, the paperwork and the applicant's background. A weakness in any one of them can stop the file. Here are the patterns we see most often.
- The valuation does not support the price. The market value in the appraisal report is below USD 400,000, or it sits far above the real price and looks inflated. Either way, TKGM withholds the Amount Determination Certificate.
- Payments do not match the title deed. The money proven through the banks is less than the declared sale price, or part of it was paid in cash. The three amounts have to agree.
- The property does not qualify. Vacant land, a unit bought from a foreigner or an earlier investment citizen, a share acquired on or after 1 February 2023, or a property already used for citizenship all fail.
- Documents are missing or inconsistent. An expired valuation report, a passport that is about to run out, or names spelled differently across documents can each stall a file.
- The applicant does not pass the background check. Security findings or a record flagged by the Interior Ministry can refuse the person even when the investment is clean.
How the Money Trail Causes a Turkish Citizenship by Investment Refusal
A Turkish citizenship by investment refusal very often starts with the payment records. Since 6 January 2022 the investment amount is set in US dollars or the equivalent foreign currency, and the money must move through banks. The foreign currency is sold to a bank in Turkey, which sells it on to the Central Bank, and the bank issues a Foreign Exchange Purchase Certificate (DAB) that is shown to the land registry. Cash does not count.
If the payments proven by bank records fall short of the USD 400,000 declared on the deed, you have the makings of a Turkish citizenship by investment refusal, because the sale price, the bank payments and the valuation must each reach the threshold. Pay from your own account, not a relative's or a company's, and keep every transfer traceable. A secure payment system for title deed transfers (Güvenli Ödeme Sistemi) is being phased in, with its mandatory start set for 1 December 2026, so expect the payment route to be checked even more closely.
Turkish Citizenship Refused or Revoked: The Valuation Problem
An inflated valuation is the single largest reason Turkish citizenship is refused or revoked, and the Interior Ministry's 2026 figures bear that out: most of the cancelled decisions turned on inflated valuations. The report must come from a valuation company licensed by the Capital Markets Board (SPK), an active member of TDUB and connected to TADEBİS. From 28 September 2026 the applicant may choose that firm or have it assigned; between 4 March 2024 and 27 September 2026 only GEDAŞ could prepare it. TKGM then checks the value itself before issuing the certificate, so a generous number from a friendly appraiser does not help. In our experience advising investors at Gordion Partners, the valuation report is where most Turkish citizenship refused or revoked cases begin, usually because the figure was pushed up to reach the threshold on a cheaper property. The report is valid for 6 months, so commission it close to the application rather than months ahead, or it may expire before the file is decided.
Turkish Citizenship Revocation Rules After Approval
Turkish citizenship revocation rules let the state cancel a naturalisation that was obtained through a collusive or fraudulent transaction. A later audit can find that a valuation was inflated, that the buyer and seller moved the same money in a circle, or that the documents were false, and the citizenship is withdrawn along with that of the family members who came in on it. The Turkish citizenship revocation rules also bite on the hold period: the title deed carries a 3-year no-sale annotation, and selling the property early, or transferring it back to the previous owner or that owner's first-degree relatives, cancels the investment certificate. Security grounds are a separate basis for revocation, independent of any problem with the investment. Treat the three years as a genuine commitment, not a formality.
Common Mistakes That Get Turkish Citizenship Refused or Revoked
Most refusals trace back to a handful of avoidable mistakes, and each has a clear fix.
- Trusting a single high valuation. Ask for a realistic appraisal from a licensed firm and buy a property that genuinely clears USD 400,000, rather than stretching the number.
- Paying in cash or from someone else's account. Route every payment through banks from your own account and keep the DAB; untraceable money sinks files.
- Skipping the property's history. Check who owned the unit before you and whether it was ever used for citizenship, because a tainted chain disqualifies it.
- Letting a document expire. The valuation report lasts 6 months and your passport must stay valid well past the decision; a lapse means redoing work.
- Selling too soon. Hold the property for the full 3 years; an early sale cancels the certificate and can trigger revocation.
How to Avoid Turkish Citizenship Refusal, Step by Step
You avoid a refusal by making every figure and document agree before you apply. Here is how to avoid Turkish citizenship refusal in practice, stage by stage.
- Confirm the property qualifies: an independent unit under Condominium Law No. 634, not vacant land, not a share acquired on or after 1 February 2023, and not bought from a foreigner or an earlier investment citizen. Several units can be combined to reach USD 400,000, but a promise-of-sale (satış vaadi) needs the full amount in one contract, and a property bought with a statutory mortgage does not count.
- Commission an independent valuation from an SPK-licensed firm through TADEBİS before you commit, and make sure the figure matches the price you will actually pay.
- Pay only through banks, convert the currency, and obtain the DAB so the money trail is complete.
- Register the title deed at the Land Registry (Tapu) with the 3-year no-sale annotation recorded.
- File the citizenship application with the Directorate of Population and Citizenship Affairs with a complete, internally consistent file.
Whether your own case is low risk depends on the property, the route, your nationality and your personal history; our advisors can review your citizenship application process in a short consultation. Consistency is everything. Learning how to avoid Turkish citizenship refusal early is far cheaper than fixing a rejected file later.
Timeline: From Investment to Decision, and After a Refusal
The process usually takes 8 to 12 months from the investment to the passport, though the exact time varies with the route and the workload of each authority. The property purchase and valuation take a few weeks, the certificate from TKGM a little longer, and the citizenship review the largest share. A clean, consistent file moves faster. If a file is refused, you are usually told the ground, and you can correct the problem and reapply, or challenge the decision; where a formal appeal is needed, a qualified independent lawyer can advise on it, since that is a matter for a lawyer rather than an advisor. Rules and timelines change often, so confirm the current position with an advisor before you rely on any single figure.
Most Turkish citizenship refused or revoked cases come down to the same few issues: a valuation that does not hold, payments that do not match the deed, a property that does not qualify, or a background check that fails. Get these right from the start, keep every amount at or above USD 400,000 and every document consistent, and the usual 8 to 12 month process runs far more smoothly. That is the core of how to avoid Turkish citizenship refusal.

Frequently Asked Questions
Can a Turkish citizenship application be refused after the investment is made?
Yes. A file can be refused even after you have bought the property and sent the money, most often because the valuation, the payments or the documents do not line up. The investment alone does not guarantee approval.
What is the difference between citizenship being refused and being revoked?
A refusal stops the application before citizenship is granted, while a revocation cancels a citizenship that was already approved. Refusals happen during the review; revocations follow a later finding of fraud, a collusive transaction or security grounds.
Can revoked Turkish citizenship be restored?
Not automatically. Once citizenship is revoked for a fraudulent or collusive transaction, it is not simply handed back; any challenge is a matter for a qualified independent lawyer, and the outcome depends on the facts. Prevention is far more reliable than a remedy.
Does selling the property early cause a problem?
Yes. The title deed carries a 3-year no-sale annotation, and selling within that period, or transferring the unit back to the previous owner or first-degree relatives, cancels the investment certificate and can lead to revocation.
How can I avoid a Turkish citizenship by investment refusal?
Make sure the sale price, the bank payments and the valuation each reach USD 400,000, buy a qualifying independent unit, pay only through banks, and file a complete, consistent application. Most refusals come from a mismatch among those figures.
