Foreigners need to get a valuation report before buying a real estate in Turkey. Valuation report is a prerequisite for getting the title deed appointment. Valuation report is a very important step in Turkish Citizenship by Investment Program.
The seller of the property can apply to valuation report on Webtapu system. The cost of valuation report is apprx $1,400 in 2026. The valuation report for foreigners is prepared by Gabim company and it takes approximately 2-3 weeks.
After the valuation report and currency exchange certificate, foreigners can get title deed appointment and they can receive the ownership of the property in Turkey. After that, they can put 3-years hold on property, apply for citizenship eligibility report and then apply for the Turkish citizenship.
The valuation report explains all the details of the property: net sqm, gross sqm, property address, title deed records, photos, floor plan, and the valuation price of property. If the valuation price is above $400,000, it directly says that the property is eligible for the Turkish Citizenship by Investment applications. If it is lower than $400,000, it writes the valuation amount (such as $250,000). Foreigners can combine properties and if the sum is above $400,000, they can apply for the citizenship.
