Foreigners can get their Turkish Passport and ID card after their citizenship by investment application is approved. You can get your Turkish ID card and Turkish passport in Turkey from the population office or in your country from the Turkish Embassy.
Important thing is that your Turkish citizenship by investment application has to be approved and you need to have the approval form. And your address has to be registered in the Turkish e-government (edevlet) system in order to get ID card and passport.
If you are in Turkey, you can go to the population office (nüfus idaresi) to apply for ID card and passport. You just need to go there with your passport, citizenship by investment approval form. Your address has to be registered already in the system. For that, you can use your purchase property or a rent another property and get electricity, water, gas bill. Then, you need to get an appointment on Population Office’s website https://randevu.nvi.gov.tr/ in order to apply for Turkish ID card and Turkish passport.
If you are abroad, you can go to the Turkish embassy in your country. You can get appointment from Turkish embassy at their website https://www.konsolosluk.gov.tr/ to get Turkish ID card and Turkish passport after the approval of your citizenship by investment. You can register your address in your country by providing official address documents such as rent contract, title deed, utility bill in your name.
If you apply in Turkey at population office (nüfus idaresi), the Turksh passport and ID will be delivered to the address that you declared by PTT and it can be delivered to other people that you authorized. For Turkish passport and ID card applications at embassies, probably it will be picked from embassy by you in-person. You can check it with your specific Turkish embassy.
