Foreigners has to apply to residence permit in Turkey within 10 days after the termination of social security or the expiration of the work permit card. They can apply to any relevant residence permit type such as tourist residence permit, family residence permit, student residence permit etc.
You need to make an application at the website of Turkish immigration authority: https://eikamet.goc.gov.tr. Then you need to prepare all documents for Turkish residence permit and go to the appointment at the immigration office.
