Work Permit Criteria in Turkey for Companies to Employ Foreign Employees to Work in Turkey

Companies in Turkey need to meet some criteria in order to get Turkish work permit for their foreign employees. Work permit criteria are paid-in-capital, number of Turkish employees and minimum salary condition.

The company needs to have minimum 500,000TL (apprx $12,000 as of February 2026) in order to be eligible to employ foreigners.

The second criteria for Turkish Work Permit is employing 5 Turkish employees for each foreign employee. In order to employ 1 foreigner, there has to be 5 Turkish employees. For 2 foreigners to get Turkish work permit, the company has to employ 10 Turkish employees.

There are also minimum salary criteria for foreigner work permit holders in Turkey. For entry level positions, the minimum salary requirement is same as the Turkish employee’s minimum salary requirement (28,075TL net as of February 2026. For engineers, it is 4 times of gross minimum salary and for directors it is 5 times of gross minimum salary in Turkey.

Companies need to require these criteria to be eligible to apply for work permit. If these criteria are not met, the Ministry of Labor in Turkey will give missing document and they will ask the company to complete these criteria accordingly.
